Due to Republican overreaching, the Department of Justice has refused to pre-clear the Texas Congressional map for violations of the Voting Rights Act. The nature of DOJ's objections leads voting rights experts to assume that Texas will have more, not less, Hispanic Opportunity Districts.
On Saturday, November 26, 2011, the San Antonio court entered an order adopting Plan C220 as the interim congressional map for the 2012 elections. This map redraws boundaries of Congressional District 27 to encompass the following five counties: Kleberg, Kenedy, Willacy, the western portion of Nueces and is anchored in Cameron County.
The Court's plan much more fairly reflects the racial make-up and the political behavior of Texas while clearly rejecting the efforts of Texas Republican leaders to increase their partisan strength by violating the voting rights of minority voters. More importantly, this new map presents the area with a long awaited seat at the table in Congress.
